This conference looked at next steps for the children’s care system in Scotland. It was an ideal opportunity to discuss current standards of provision and priorities for reform.
Delegates examined the implementation plan for Keeping the Promise, following commitments made in the Independent Care Review and the original Promise report to address priorities and challenges for the care system.
The conference also came with the National Care Service (NCS) Bill being introduced to The Scottish Parliament. The Bill is aimed at paving the way for children’s social work and care services to be included in the NCS, as well as for a National Social Work Agency.
Sessions in the agenda focused on:
- policy - implementation of Keeping the Promise - priorities for reform - funding - improving structures and services
- children’s experiences of the care system - development of healthy relationships - tackling mental health concerns - improvement of outcomes - support for families and carers
- social mobility - educational attainment within the system - assisting care leavers and young people with pathways to further study and employment
- child-centred decision making - children’s voices in the decision-making process - strengthening the children’s hearings system
- workforce priorities - development of a National Social Work Agency - support for a skilled and stable workforce
- cross sector collaboration - whole-system approach - the place of children’s services in the new National Care Service - tackling barriers to joint working
We are pleased to have been able to include keynote sessions with Clare Haughey MSP, Minister for Children and Young People; Iona Colvin, Chief Social Work Adviser, Scottish Government; and Fraser McKinlay, Chief Executive Officer, The Promise Scotland.
The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from The Scottish Government - as well as Education Scotland; HMIPS and the DCEDIY, ROI.
