Next steps for transport in Scotland - infrastructure, decarbonisation and economic growth

With strategic transport policy in Scotland at an important stage of development, this seminar examines key issues for the transport system - including infrastructure, decarbonisation, economic growth and policy priorities.

It will be an opportunity for stakeholders to engage with policymakers as Transport Scotland finalises the first draft of a new National Transport Strategy and as the Transport (Scotland) Bill is debated in Parliament - and as the Rural Economy and Connectivity Committee considers submissions following its call for evidence on the key aspects of the Bill, including low emission zones, bus services, parking, smart ticketing and road work.

Delegates will examine next steps for the delivery of transport infrastructure in light of proposed changes to the planning system through the Planning (Scotland) Bill.

They will also discuss how to tackle challenges in delivering strategic local approaches through Regional Transport Partnerships - and how best to deliver transport infrastructure which is capable of supporting The Scottish Government’s Economic Strategy.

Attendees will assess next steps for reducing transport emissions and meeting targets in The Scottish Government’s Climate Change Plan of a 66% reduction in emissions by 2032.

Further sessions consider the implementation of Low Emission Zones, including their likely effectiveness, the impact on businesses and motorists, and the role of local authorities in their development, as well as new measures announced in the Programme for Government as part of The Scottish Government’s low carbon programme such as the creation of at least 20 electric towns.

The agenda also looks at the potential impact of The Scottish Government’s £60m Low Carbon Infrastructure Transition Programme in improving uptake of low emission and ultra-low emission vehicles with an additional £20 million being made available to facilitate a greater uptake of electric vehicles among people and businesses and 500 new low emission vehicles being added to public sector fleets.
